Opportunity
As Ethiopia makes progress towards becoming a middle-income country, it needs a system capable of meeting acute needs that is less reliant on large humanitarian appeals. The Government of Ethiopia (GoE) has a clear strategic direction and strong policies for managing humanitarian crises. The upcoming DFID funded Building Resilience in Ethiopia (BRE) Programme will provide demand-led interventions, including targeted technical support and advice, and independent monitoring and evaluation to support the GoE.
The Technical Lead for NDRMC will provide technical leadership to the BRE Programme Management Unit (PMU) based in Addis Ababa. The role will require working closely with NDRMC, BRE programme partners and other key stakeholders across the humanitarian sector to provide technical support as needed by the GoE. The Technical Lead must be mission driven and committed to making a distinctive impact in serving the BRE programme and Abt Associates.
Key Roles and Responsibilities
• Build demand within the NDRMC for technical assistance to be provided through packages of work
• Provide technical assistance to the NDRMC by working collaboratively with NDRMC stakeholders, DFID, any other GoE stakeholders and partners
• Manage the NDRMC workstream’s performance including the performance of any other partners and sub-contractors
• Building trust-based relationships with senior GoE stakeholders at NDRMC
• Strong relationships built and maintained with the NDRMC, DFID, GoE, and other partners
• NDRMC technical workstream’s performance as well as the performance of any other partners and sub-contractors, monitored and sustained at a high level
• Oversight on all technical deliverables, including: Building capacity of the NDRMC to ensure effective and accountable humanitarian response to disasters through packages of work; Improving quality of needs assessments and understanding challenges with assessments, targeting and prioritisation, and supporting new recommendations; Supporting production, analysis and use of climate and early warning data – including but not limited to availability of real time data; Supporting effective delivery of food or cash to people in need of food security support; Supporting the flow of climate finance to the poorest people and aid effective delivery of climate finance in Ethiopia; Supporting the implementation of the Disaster Risk Management – Strategic Policy Implementation Framework
Preferred Skills / Prerequisites
• Expertise of managing team performance, particularly with proven track record of developing high performance within project teams
• Knowledge and expertise of coordination, leadership and planning humanitarian responses especially around shock responsive government systems, capacity building of systems, individuals and organisations
• Experience in Ethiopia or a similar country context required
• Experience working with DFID and/or other donors desirable
• Experience managing adaptive and flexible donor-funded programmes desirable
• Relevant education is required.
• English is required and Amharic is highly preferred
