Ethiopia: Technical Team Lead for the Ministry of Health (MoH) and Ethiopian Public Health Institute (EPHI) - Building Resilience in Ethiopia Programme

Opportunity

As Ethiopia makes progress towards becoming a middle-income country, it needs a system capable of meeting acute needs that is less reliant on large humanitarian appeals. The Government of Ethiopia (GoE) has a clear strategic direction and strong policies for managing humanitarian crises. The upcoming DFID funded Building Resilience in Ethiopia (BRE) Programme will provide demand-led interventions, including targeted technical support and advice, and independent monitoring and evaluation to support the GoE.

The Technical Lead for MoH and EPHI will provide technical leadership to the BRE Programme Management Unit (PMU) based in Addis Ababa. The role will require working closely with the MoH, EPHI, BRE programme partners and other key stakeholders across the humanitarian sector to provide technical support as needed by the GoE. The Technical Lead must be mission driven and committed to making a distinctive impact in serving the BRE programme and Abt Associates.

Key Roles and Responsibilities

• Build demand within the MoH and EPHI for technical assistance to be provided through packages of work

• Provide technical assistance to the MoH and EPHI by working collaboratively with the MoH and EPHI stakeholders, DFID, any other GoE stakeholders and partners

• Manage the MoH/EPHI workstream’s performance including the performance of any other partners and sub-contractors

• Strong relationship built and maintained with the MoH, EPHI, DFID, GoE and other partners

• Oversight on all technical deliverables, including: Building and strengthen shock responsive systems able to prepare for and respond to health emergencies through packages of work; Supporting to prepare a comprehensive Emergency Preparedness and Response Plan at national and regional levels based on identified risk on an annual basis; Supporting the MoH to coordinate and deliver a response to acute health related needs in Ethiopia; Supporting GoE to respond to health emergencies meeting international quality standards; Supporting to harmonise the delivery of nutrition supplies with the health drug system to ensure only one system is used; Supporting effective measurement, identification and action on health emergencies capacity developed (early warning) and action taken; Supporting local procurement and production of specially nutritious foods

Preferred Skills / Prerequisites

• Proven management expertise, in particular in building systems to deliver technical assistance through small- to large-scale projects within a larger programme

• Expertise of managing team performance, particularly with proven track record of developing high performance within project teams

• Proven capability to collaborate, partner and influence wide ranging stakeholders at senior level, including governments,

• UN agencies, NGOs and other private sector partners (including other delivery agents)

• Knowledge and expertise of strengthening health systems especially in preparation and response to health emergencies, through early warning systems and other methods

• Experience in Ethiopia or a similar country context required

• Experience working with DFID and/or other donors desirable

• Experience managing adaptive and flexible donor-funded programmes desirable

• Relevant education is required.

• English is required and Amharic is highly preferred
