Opportunity
As Ethiopia makes progress towards becoming a middle-income country, it needs a system capable of meeting acute needs that is less reliant on large humanitarian appeals. The Government of Ethiopia (GoE) has a clear strategic direction and strong policies for managing humanitarian crises. The upcoming DFID funded Building Resilience in Ethiopia (BRE) Programme will provide demand-led interventions, including targeted technical support and advice, and independent monitoring and evaluation to support the GoE.
The HR Manager is responsible for leading and managing all HR and recruitment activities and initiatives relevant to the programme. The HR Manager will oversee the HR team to ensure timely and efficient delivery of all HR services and activities in consideration with programme priorities and requirements. These include recruitment, workforce planning, performance management, staff entitlements and employee relations. The HR Manager must be mission driven and committed to making a distinctive impact in serving the BRE programme and Abt Associates.
Key Roles and Responsibilities
• Operate in a business partnership capacity with Office Manager and the Programme Management Unit (PMU) members to provide human resources services, guidance and support, including provision of management HR data analysis and benchmarking
• Undertake workforce planning, team building, personnel retention and professional development activities to identify HR management needs in consultation with relevant management
• Leverage the regional capability and resources of Abt to provide leading HR management practices and outcomes
• Lead and manage all recruitment and selections activities, including development of recruitment strategies which attract strong candidate pools
• Carry out local contracting as required
• Manage mobilisation/on-boarding and demobilisation/off-boarding activities for all Program staff, including security briefings, exit interviews and debriefing sessions
• BRE programme HR team set up and operational to support the Programme Management Unit
• HR documentation including contracts, performance reviews and any other documents to be regularly updated, organised, well-kept, and readily available for reference and audit, when required
Preferred Skills / Prerequisites
• Experienced HR professional with expertise in organisation development in a donor-funded international development environment
• Deep and broad understanding of personnel hiring, employment law, employee relations, compensation, benefits, and training and development
• Proven ability to work with minimum direction and supervision
• Competence to build and effectively manage interpersonal relationships at all levels and to establish collaborative working environment with a positive culture
• Proven ability to handle confidential information and sensitive issues in a professional manner
• Strong command of computer applications especially Microsoft Word, Power Point, and Excel as well as HRIS/HRM systems
• Bachelor’s degree in Human Resources, Organisation Development, Business, or related field required; Master’s degree desirable
• Fluency in English and Amharic required
• Experience in Ethiopia or a similar country context required
