Opportunity
The anticipated Ethiopia electronic Health Information Systems (Ethiopia e-HIS) will support the Government of Ethiopia to improve the quality of health services, quality of life, and to create a sustainable health care system through the use of data for decision making. The project will support information technology systems and data repository, build a culture of data use, capacity building and governance, and strengthen stakeholders and donors collaboration.
The Chief of Party will be in charge of overall implementation of this activity. S/he will share the vision of the project, and provide the overall technical and administrative leadership required for its success, and represent Oxford Epi to the Government of Ethiopia and to USAID with ease. S/he will also develop a research agenda for the activity and ensure methodological rigor of research undertaken. The COP will also oversee the development and submission of timely, accurate, and complete reporting.
Minimum Qualifications:
The proposed Chief of Party must meet the following criteria:
– Have at least 10 years’ experience managing large,complex HMIS projects in developing countries
– A Master’s degree or higher in Public Health, Information Science, Statistics, International Development or related degree is desirable
– Demonstrated experience knowledge and technical working experience in health management information systems (HMIS) strengthening or related field
– USAID experience preferred
– Strong ability to collaborate and build partnerships with host-country governments, U.S. government agencies, donor agencies, and international organizations
– Experience in field of capacity building and demonstrated knowledge of information systems, and using the DHIS2
– Proven management skills, including relevant experience in direct supervision of professional staff with at least 10 years in senior-level management
– Significant experience working with a team of programmers;
– Programming skills preferred
– Ethiopian national preferred
– Full professional proficiency in English required; Fluency in Amharic preferred
